About Us

Institute for Monitoring of Current Legislation under the President of the Republic of Uzbekistan is a research institution.

The Institute was established on April 2, 2005 by the Presidential Decree №-3590, on the basis of the Institute for Monitoring of Current Legislation under the Oliy Majlis (Parliament) of the Republic of Uzbekistan.

In order to improve of informational, analytical and organizational activities of the Institute on May 4, 2011 Presidential Decree №-4305 was adopted that assigned new tasks and responsibilities in the fields of legal review of draft laws and preparing proposals aimed at improving the law-making process, state and public administration systems, as well as implementing of the Concept of further deepening the democratic reforms and establishing the civil society in the country, which is outlined in the report of the President of the Republic of Uzbekistan Islam Karimov, presented at the joint session of the Legislative Chamber and the Senate of Oliy Majlis of the Republic of Uzbekistan on November 12, 2010.

The main tasks

  • Conducting a comprehensive legal review of the draft laws, preparing well-grounded expertise and conclusions on the draft laws at all stages of their consideration and adoption;

  • Analyzing the improvement of legal basis of reforming and modernization of the country, preparing proposals on compliance with the procedure established by the law and the procedures for consideration and passage of the draft laws in close collaboration with the Constitutional Court of the Republic of Uzbekistan;

  • Monitoring the realization of norms and principles of Constitution of the Republic of Uzbekistan in laws, other acts of legislation and their application, as well as interconnectivity, integrity and harmonization of legal norms in legislative acts;

  • Studying of compliance of legislation of the Republic of Uzbekistan with international norms and standards, and ensuing the priority of the universally recognized principles and norms of international law, human rights and freedoms in the draft laws;

  • Studying the experience of foreign parliaments, similar institutions for monitoring the legislation and developing recommendations on its use in law-making activities;

  • Analyzing the progress of democratic reforms in the sphere of state building, consistent realization of the constitutional principle of separation of powers, developing proposals on strengthening the independence of the executive, legislative and judicial branches of government, ensuring their coordinated functioning and interactions, a balance between them, creating an effective system of checks and balances in state system;

  • Comprehensive study of the issues of reforming and democratization of the executive branch, developing proposals on consecutive transfer of certain authority and functions of the central bodies to the local and self-governing bodies;

  • Studying the issues of increasing efficiency of legislative, parliamentary oversight functions of the chambers of Oliy Majlis of the Republic of Uzbekistan, fractions of political parties in parliament, deputy groups in places; developing proposals on strengthening the role of political parties in formation of state bodies, realization of an effective parliamentary oversight over the execution of legislative acts of the executive branch;

  • Comprehensive analysis of the processes of strengthening the independence and autonomy of the judicial branch as a cornerstone in ensuring democracy and justice in society, developing proposals on transforming the court into a truly independent institution to protect and defend the rights and freedoms of humans and citizens;

Studying the experience of the developed democratic countries on the realization of a principle of separation of powers, ensuring their effective coordinated functioning and interactions, developing proposals on the use of this experience in the system of state building taking into account of contemporary trends of deepening democratic processes in the world under the globalization.

The Structure

Structurally, the Institute is represented by the Director and Deputy Director, appointed by the President of the Republic of Uzbekistan.
The Institute includes 9 departments:

  • Coordination Department for Organizing and Providing Monitoring Activities;

  • Department for Monitoring of Legislation in the Sphere of State and Public Governance;

  • Department for Monitoring of Legislation in the Sphere of Socio-economic Development;

  • Department for Monitoring of Legislation in Judicial Sphere and in the Sphere of Protection of Human Rights and Freedoms;

  • Department for International Legal Studies;

  • Department for Monitoring of Legislation in the sphere of Defense and Security;

  • Department for Study of the Issues of Interactions Between the Executive, Legislative and Judicial Branches of the State;

  • Department for Study of the Development of Representative Bodies of the State and a Multiparty System;

  • General Affairs Department.

The staff of the Institute consists of highly qualified specialists and combines years of experience of professionals with advanced degrees (Doctors, Candidates of law, PHDs), as well as creative young specialists.
